So as i have explained before you need to find the sites that will link to you. To main options are directory and indexes listing or the link exchange. Now, the first option may be faster to get the links, but in this way you cant control what anchor text (the clickable part of the link) the link uses, so it may bring you some traffic and indexing bur not much of a Pagerank.

the link exchange is longer process, but you normally can ask the webmaster to link with your anchor text and this will rise your page rank.

When you look for sites to link with try to find related sites, links from those sites will give you better results.

1) You can check what sites links to your competitor and then mail them asking to exchange link. you do this by typing "link:www.competitorsite.com" into google search, this will give you the list of site that link to this site.

2) search for "add site" - return all sites that want you to submit your site to them,

lat's say that you found 20 sites (small number of sites) to submit your link to. Now you need to fill forms on each one of those site in order to get that link. In total filling 20 forms will take you about 1-2 hours.

In order to get Pagerank 3 you have to get about 100 links, pagerank 4 - about 600 - 1000 links and more as you go higher.

Google does not accept all the links your site have, so from those 100 you may get 3-6 links by google and this may be enough for Pagerank 3. You need to aim for Pagerank of 5 to get good traffic and position in the search engines. PR 5 is already few thousand links and as you see by now this require many hours of work.
